Les violences conjugales ont augmenté de plus de 30% depuis le début du confinement. Pour y remédier, le ministre de l’Intérieur annonce que les femmes victimes peuvent désormais donner l’alerte dans les pharmacies.

Il y a urgence pour protéger les femmes victimes de violences conjugales. Depuis le début du confinement, les interventions des forces de l’ordre après signalement de violences conjugales ont augmenté de « 32% en zone gendarmerie » et de « 36% à Paris » par rapport à une semaine de référence, annonce le ministère de l’Intérieur.

La promiscuité créée par le confinement complique les possibilités de trouver de l’aide. Les associations spécialisées reçoivent moins d’appels qu’à l’habitude. La présence des conjoints violents au domicile fait obstacle aux appels d’urgence. Le ministère de l’Intérieur annonce donc « prendre en compte cet enfermement qui empêche de parler », et propose un nouveau dispositif d’urgence mis en place avec le conseil de l’ordre des pharmaciens.

« Nous allons faire en sorte qu’une femme qui se rend à la pharmacie puisse donner l’alerte et qu’à ce moment là nous puissions intervenir immédiatement », a indiqué Christophe Castaner, le 26 mars sur France 2. Des consignes ont été données aux forces de l’ordre pour qu’elles interviennent « en urgence » pour mettre à l’abri les victimes.

Le ministère de l’Intérieur précise que ce système d’alerte « peut bénéficier à toutes les victimes de violences dans le cercle familial, à commencer par les mineurs ». Celui-ci ajoute « qu’il ne sera jamais reproché à une victime de violences (…) de s’être échappée sans attestation de sortie ». Les pharmacies vont également apposer une signalétique sur leurs officines pour prévenir de l’existence de ce dispositif.

De telles mesures existent déjà en Espagne où un code « masque 19 » est prévu, au cas où la femme victime ne se rendrait pas seule à la pharmacie. Cette mesure devrait être mise en place en France.

En plus de ce dispositif d’alerte dans les pharmacies, Marlène Schiappa a annoncé le samedi 28 mars une « deuxième phase dans le plan d’urgence contre les violences conjugales en période de confinement ».

La secrétaire d’Etat à l’égalité femmes/hommes annonce le déblocage d’une somme d’1 million d’euros à destination des associations spécialisées, le financement de 20.000 nuitées dans des hôtels pour faire cesser les cohabitations dangereuses, et des points d’information et d’accompagnement à proximité de supermarchés dans 10 à 20 villes de France. Enfin, une mission d’évaluation doit être menée pour évaluer l’augmentation des violences conjugales pendant le confinement.

Pour trouver de l’aide, il est également possible de passer par le site arretonslesviolences.gouv.fr qui comprend un service de signalement d’urgence ou par le 17, le numéro de la police. Le numéro d’urgence 39 19 est toujours actif mais son activité est réduite.
